Rule no.1 of successful implementation is a capable client. Exception to no.1, no.2 sometimes an able client can be detrimental. If he is so capable that he pisses off a larger number of people with his ability and honesty. Then the whole project is doomed. And a zoning change is, for obvious reasons, a priori unworkable.

The vision : “housing for the young” of the “shell and core” type in 2016 is probably a very progressive idea for a small town.

Conclusion: the able client is taking it sportingly and so are we.
